Washington Jan 2 The return of the hundred companies that controlled railroads before the war is impossible unless key reforms are preserved Director General McAdoo told Senate Interstate Commerce Committee. Three options exist: return to private control, government ownership, or reconstruction to unify operations with private initiative. He predicted government surpluses exceeding 100 million for the year and a potential rate reduction by year end 1919. A 196 million shortfall was reported for 1918.
