Salem February 21 Special Governor Chamberlain appoints Samuel White of Baker City as circuit Judge in the new eighth district for Baker county. Claire Crawford of Union named district judge in the tenth district covering Union and Wallowa. Judge Robert Eakin of Union presides over the tenth and Leroy Lomax is attorney in the eighth. Crawford and White are Democrats. Lawrence T. Farin, a Republican, named Judge of the second district in Douglas county.
Readable fragments describe massive student demonstrations at Nevsky Prospect near Kazan Cathedral in St Petersburg. Students demand constitutional assembly universal suffrage free speech and labor rights while clashes and arrests follow.
Dennis Donohue financial editor of the New York Commercial was arrested on criminal libel charges filed by Herbert Gray of Haverhill Massachusetts over an article in answer to Lawson’s Printed Pinance. Gray says Donohue called him the former keeper of a gambling house. Donohue denies any such claim and says he breeds blooded horses. Wall Street suspects Lawson may be behind the move.
D C Brownell, a noted irrigator from Umatilla, visits the city and voices strong belief in the new government irrigation policy following the recently passed irrigation bill. He says the measure opens prospects for widespread water management and farming support.
The United Mine Workers of America delegates gather in Springfield at 10 am with about 60 000 members represented by hundreds of delegates. No major issues before the meeting though several reports and officer elections are planned. The Zeigler matter and state contracts for another year loom as key topics. Secretary Treasurer Ryan reports a strong, improving financial state and fewer unemployed miners.

Grain markets report Chicago on February 21 shows May wheat opening at 1.19 and closing 1.18, July wheat 1.01, with corn at 47 and oats at 30. San Francisco cash wheat 1.50, Liverpool May 11. A Greek steamer Epiros is seized at Port Bald by Turkish soldiers. all aboard reached port in starvation.
Birmingham, Feb. 21 A Virginia mine explosion trapped 160 miners yesterday. Rescue work continued through the night with 300 rescuers 1000 feet below the surface. By 9 o'clock nine bodies were recovered, many nearly unrecognizable, as afterdamp and gas hinder the search. The blast followed a dry shot that touched near one shaft, causing flames and a massive collapse.
Investors prepare for 90000 first mortgage gold bonds at 100 each from Golconda Conso Gold Mines Co. after R B Norton H B McCarthy and Jackson acquire a majority stock and claims. Bond buyers receive 700 shares per bond and a dividend plan is promised once management stabilizes. Proceeds earmarked for mine development and operation with new directors asserting control.
County records show W. J. Furniah appointed administrator of the late Judge Halleray’s estate by Jadine Bean. Appraisers listed BF W. Vincent, Frank Jopson, and BE W. McComas. Estate valued about 615000 with real and personal property in the county and Multnomah, no will yet found despite searches.
Salt Lake City Feb 21. The house began an inquiry into the Utah commission's finances at the Louisiana Purchase exposition. Grave charges claim misuses of funds. Ex-Governor Wells testifies as a witness. Three witnesses, including a commission official and a well known family member, are missing.
