Washington February 17 by a five to three vote the senate committee on canals tabled the Root bill which would abolish free tolls for American vessels engaged in coastwise trade through the Panama Canal.
Olympia Feb 17 The legislature will vote on a memorial urging Congress to carve a new state named Lincoln from eastern Washington northern Idaho and northeastern Oregon. Senator Hutchinson prepares the measure to fuel ongoing agitation though likely to fail. If approved locals want a vote on forming the territory with possible capitals such as Coeur d Alene North Yakima Spokane or Walla Walla.
Washington reports Tafts reply to Mexico's President Madero carries a veiled warning. He stresses the vital need for early peace and order and declares American citizens and property must be protected and respected. He notes that recent events fuel pessimism and urges prompt relief from the dangerous situation.

Rome reports J Pierpont Morgan stricken with a serious ailment at Cairo and leaving with two physicians and two nurses aboard the Cunard liner Caronia headed for Naples or the Riviera. The illness was not specified and Morgan later denied the Cairo report saying he had recovered from indigestion and planned to return to Italy.
Seattle, Feb 17. Clarence H. Hillman, millionaire real estate operator convicted of fraudulent use of the mails, is released from McNeil's Island after ten months. Taft commuted Judge Danworthy’s two and a half year sentence to one year with 62 days off for good behavior. Hillman’s prison battle was one of Seattle’s most stubborn.
London February 17. Secretary Drake will depart Christ Church with the official expedition records to place Captain Scott and his companions diaries in the hands of the Royal Geographical Society. The journey proceeds by way of Suez to London with the diaries and companions’ records for prompt handling.
New York February 17. Fifty four railroads in the threatened strike by firemen will submit new propositions after a mediation conference with Judge Knapp and Acting Labor Commissioner Hughes. Despite this, the strike is expected to occur tonight as firemen are not believed to concede from their original demands.
New York February 17 The reform of stock exchange practices to protect brokers and the public from swindlers and the creation of a national financial investigation bureau in Washington are three aims of an international brokers association to be launched at a February 20 Waldorf Astoria banquet. Norbert R Prendergast leads the New York effort, allied with Governor William Sulzer who began a crusade against the exchange after taking office earlier this year.
A devastating fire in the timber belt south of Hollister, Taney County, Missouri burns cedar yards and destroys over 200 carloads of printed matter from the American Pencil company. Farmers rush to the scene as flames spread and an Iron Mountain train passes through the fire zone without incident. Locals report settlers abandoning homes and a fire path cut through the woods in a bid to halt the blaze.
Akron Ohio February 17 Governor Cox refused a bid by local business leaders to rush troops to quell a 4000 worker rubber strike. He sent two members of the state board of arbitration to meet with the workers and their employers for negotiation.
The Liberty Bell will be shown at the Panama-Pacific exposition in 1918 housed in a building built from timbers of Independence Hall Philadelphia. Mayor Blankenburg sent the information to exposition president C. Cc. Moore. The San Francisco Liberty Bell will be modeled after Independence Hall.
Salem Feb 17 Five appropriation bills totaling nearly three hundred twenty thousand dollars were approved by the house for the University of Oregon. The measures provide thirty thousand dollars for extension work one hundred thousand for a new administration building one hundred thousand for maintenance and seventy five thousand for repairs and additions to existing facilities.
Philadelphia February 17 doctors at St Marys hospital failed to save James Ceolster a 25 year old Hungarian immigrant from lockjaw after a week of treatment with the Bacello three percent carbolic acid solution and lockjaw serum Ceolster contracted lockjaw from an arm injury and received 50 000 units of antitoxins plus 25 minims of Bacello serum at 200 minute intervals hydrophobia claimed another life John Pierce a 12 year old bitten by a dog before Christmas died after hydrophobia symptoms appeared following a nose tear and a cauterized wound
Salem Oregon February 17 La tourette's bill to regulate loan sharks was killed in the house 25 voting up 24 ayes. It taxed all persons lending money 30 a year and set a 3 percent per month rate cap 10 percent per year on interest.
El Paso report says former East Dallas mayor George T. Cavin shot and killed his boyhood sweetheart Mrs. Phillip Gibson at his sister’s home and then shot himself. Cavin died later in a local hospital.
Berlin reports Dr. Friedmann is booked to sail for America tomorrow where he will submit a serum sample to the United States government.
E G Parkins, 34, shot and killed his wife and mortally wounded himself in Winnipeg on February 17. The cause of the tragedy remains unknown.
Cincinnati February 17 Judge Hollister denounced the National Cash Register Company's business methods after sentencing John Patterson president to a year in the penitentiary and a five thousand dollar fine for Sherman law violations. Twenty seven others received heavy sentences. George Edgeter, secretary, escaped after pleading noninvolvement and was dismissed from the case.
Six hundred dollars was raised in sixty minutes for the local baseball club finance drive. Six subscribers contributed $100 each, with Leon Cohen and a committee guiding the effort. The drive showed strong business support, and an manager is expected to be hired within days as the team begins to form.
In Los Angeles on February 17, Joige Fin layson dismissed the indictment charging George Baker Anderson and F. M. C. Choate with false arrest of F. W. Lloyd, a special officer. The indictments followed the arrest of former City Prosecutor Guy Eddy on contributing to the delinquency of a minor. Anderson was secretary to Mayor Alexander and Choate a deputy prosecutor when Lloyd faced arrest and bribery charges.
In St. Petersburg on February 17 wholesale expulsions of Jews were reported as enforcement of a law requiring Jewish merchants and agents visiting the capital to register and carry registration cards takes effect.
