Berlin reports Prince Henry’s U S visit gains importance with hopes it keeps America neutral toward Germany amid the Anglo Japanese alliance. Semi official notices say Germany and the United States were invited to join the East Asia alliance. it is said the G R F alliance has ended. Corliss of Michigan criticizes private cable plans to Manila, accusing the Commercial Cable Company of bypassing Congress and seeking presidential consent not granted.
Washington officials report heightened agitation in European capitals over declarations on U S war aims with Spain. The State Department says no official note will be taken. Germany publishes a note said to be from Ambassador Pauncefote. Pauncefote refuses to discuss it. Records are expected to be released when appropriate.

Baron dEstournelles de Constant, renowned French diplomat and Peace Conference delegate, arrives on Kaiser Wilhelm der Grosse. He will deliver the memorial address for France at the Washington birthday celebration in Chicago, then visit Washington to meet President Roosevelt and other prominent political figures.
Senator Mitchell of Oregon spoke on the Philippines tariff bill in Washington on February 13. He argued it is neither right nor expedient to impose foreign country rules on insular possessions and said the United States is not bound to enter into any commercial arrangements with Cuba that could adversely affect American interests.
