A late December report from Portland Oregon describes investigators uncovering a plot by prisoners Belding and Smith to escape from jail with help from a confederate woman who planned to smuggle cayenne pepper and black jacks. The plan aimed to overpower the jailer and mimic the Tracy crime.

Tod Sloan’s valet Carlos was remanded in police court on a charge of stealing jewelry and clothing worth five dollars from Sloan. Sloan protested that he could not stay for the trial and must sail for America, but the court ordered him to remain.

Havana December 31. After a conference with President Palma and cabinet, leaders of the senate decided not to call an extra session to discuss the reciprocity treaty with the United States. Palma seeks immediate conclusion and urges resumption January 6, but Capote says the foreign relations committee cannot be ready until January 12. Many senators are absent and cannot return by January 5, and the matter requires a majority.
