Albany Ohio December 24 Misner received an infernal machine wrapped in Seattle and Tacoma papers. He opened the device and tied the box to a tree. A cord was pulled and a wire attached but the explosion made no hole in the air.

Postmaster General Burleson ordered railroads to use fast freights and mail superintendents to hire extra handlers as millions of pounds of mail overwhelm offices. Chicago moved over 2100 tons in three days. a major mail order house used 16,000 sacks and paid $20,000 in one day. trains west of Buffalo faced 12 to 24 hour delays.
Dallas December 23 All railroads west of Chicago face enforced lay offs during the holiday season according to a Missouri Kansas Texas railroad official.
The federal arbitration board issued a partial award to the switchmen union of North America's demands. It orders thirteen eastern and middle western railroads to pay time and a half overtime. Conductors and helpers receive an extra five cents an hour from today through December 23, 1917, with an eight hour day and prorated overtime.
