The report notes unrest among railroad operators with a push to apply as individuals, demands all workers sign to the open shop, and a possible settlement path. President Small plans a trip to New York as talks continue amid union tension with Northern Pacific Railroad operators.
Chicago reports eight speakers began a fund drive for striking telegraphers as Western Union shows only 26 percent of normal business and Postal plans contracts for reinstated workers. New York says Small aims for arbitration. Western Union rejects talks. Ontario and Montana updates note potential railway operator strikes and preparations for eight hour days and reassignments across the Northern Pacific system.
August 22 dispatch says the car strike will be declared off within hours by the general strike committees. The ways and means committee has arranged with railroad representatives to call off the strike. Car men will return to work as individuals and union questions will not be asked.
In Ft William Ontario an employee strike erupted after Ora Hudson of Decatur Illinois was appointed chief operator at the local telephone office. Linemen threaten to strike in sympathy, amplifying the labor action.
The United Railroads and platform men will arbitrate hours and wages as agreed in a submitted proposition. The general strike board may declare the car strike off, allowing 96,000 building trades union men and families to ride street cars, while the Carmen's union may differ. Secretary Tretnem and the board claim power to end the strike on a set date, but President Richard Cornelius says settlement will come through the Carmen's union, risking confusion unless the Carmen's union accepts the general strike board's election.
William Meredith and F W Cline of Umatilla are indicted by District Attorney Phelps for gambling. Deputy Sheriff Joe Blakley heads to Umatilla to serve notices of arrest. Cline allegedly allowed roulette with money and other valuables at his business place. Meredith is charged with participating in the gambling mime.
Mora to Boise grading begins on the Oregon Short Line main track with five teams and about 25 men. Work advances from Mora, 15 miles south of Boise, toward a branch designed to shorten mileage and improve grading, using the old approved Orchard survey which has been abandoned.
Rev G T Ellis praises bumper harvests in Athena and Grande Ronde valley. He reports an 80 acre field near Ladd Creek will exceed 75 bushels per acre, hay looks good, and grain strong. He also plans three wedding ceremonies in Baker City.
Judge Bean presided as three prisoners pleaded guilty and drew penitentiary terms. C B Rogers received 18 months after a bogus $19 check at the Exchange saloon. James Hyman got two years for stealing hardware store can and another scheme. Wachoona Tadlan received two years for the horse sale dispute. Rudolph Hug was sworn in as new county assessor with C M Humphrey as deputy.
City council weighs replacing the unsafe Lee street wooden bridge with a steel structure costing about 20000 dollars shared by city and county. Obnoxious billboards to be regulated and removed. Fire Chief Vaughan to attend Pacific coast chiefs meeting with a 50 dollar appropriation. Macadam work priced at 1.60 per foot. street use granted to Third MD settler.
Chicago August 22 Western Passenger Association officials endorse traveler convenience over state legislation. Recommendations include interchangeable baggage and mileage books, a 2000 mile book at two cents per mile, a 1900 mile book for $20, and withdrawal of credential forms sold above legal rates.
N D Swearingen lies very ill at his west end home and is threatened with typhoid fever. During his illness his brother T B Swearingen runs the French restaurant in town.
Mayor Taylor removes Police Commissioners W R B Hagerty A M Wallen P F Finn and Harry J Moore for failing to oust Chief Dinan. The order includes typed eliminations of the reasons, citing alleged corruption and malfeasance in office. The board vows to remain in place despite the action.
In San Francisco on August 22 the supreme court heard arguments on writs of prohibition to stop trials of Louis Ginea T V Halsey United Railroads Parkside Realty for bribery. The chief justice rebuffed much of the defense and ruled grand jury procedures largely regular. The remaining issue concerned grand jury prolongation.
Salem reports the Oregon State Board of Regents rescinded July 15 action, ordering no operation for the Monmouth and Drain normals unless donations cover costs. The Monmouth faculty was discharged, new faculty to be hired if funds appear. Drain normal undecided. ex-presidents comment on future. Dick Bell found dead near Dayton. believed suicide.
San Francisco Tk reports the fourth member of the old board will be appointed as the group fights ouster notices. The old board says removal must come via the courts and vows to protest rather than comply. A new board plans to refrain from promises until actions unfold.
In San Francisco Aug 22 the police board and Chief Dinan discussed his likely resignation as the Schmitz board meets. Mayor Taylor announced appointees Leggett Sweigert Kell to fill vacancies after removals for gross incompetency. Hagerty may be ousted next, with service evasion delaying full reorganization. Old commissioners vow to resist removal. new board plans to assume duties if records are delivered.
In St. Petersburg on August 22 the general reports the Siberian army beyond control after an assault on a mutineers barricade. Loyal troops suffer heavy losses with eighteen rebels killed and 35 wounded.
