The prolonged toll bill battle in Congress draws united opposition and last minute efforts to sway passage fail. Opponents push to alter measures while supporters argue economic impact and coastwise trade. The clash remains unresolved as the session nears adjournment.
London editors denounce the Panama Canal bill as passed by the Senate and advocate against the measure. The Pall Mall Gazette, owned by William Waldorf Astor, voices opposition and suggests retaliatory methods in a sharp editorial.
Washington authorities report the Interstate Commerce Committee will accept the Panama canal bill essentially as Senate passed. The measure, approved by the Senate 47 to 15, grants free tolls to American ships and limits railroad owned vessels and one man rule for the canal era. Debate centered on free tolls and coastwise ships with various amendments defeated. Continued discussion noted on page 8.

A telegram to Secretary Keefe Jr of the association from Bert Long-Necker states a Los Angeles film company would bring its equipment if western people can be secured as supers for the filming. The company does not want roundup prototypes but a typical wild West background for its plays.
Sun by an envoy of the Young Turks, the Sultan of Turkey faces a demand to replace military advisers with acceptable liaisons. The reform faction says they will arm and press for a new government if the ultimatum is ignored.
The July issue of the National Woolgrower reports Argentina’s proposal to lease Patagonia lands for grazing. Eastern Oregon sheepmen seek 6000 acres at 84 per league annually for 30 years. Eugene W. Chafin accepted the Prohibition party nomination in Waukesha Wisconsin. He attacked old parties for avoiding liquor and cost of living issues and endorsed a six year term for the president direct election of senators and woman suffrage. He urged constitutional revision to six years one term and pledged strict enforcement against liquor and related crimes.
Secretary of the Interior Fisher proposed a plan to allocate government coal lands to cities for municipal and citizen needs. The proposal asks Congress to authorize 640 acres to each city and 140 acres to each town with conditions ensuring prompt development, miner safety, resource preservation, and a reversion of title to the government if conditions fail.
A laborer named Wrenn Mitchell was killed and four passengers injured when a street car struck the rear of a work train near Tanana Washington. The accident occurred on the edge of a deep gulch in a residential district.
A sunken rail near Baker caused a derailment of a fast mail train around 1:30 AM. Two engines and three mail coaches left the tracks. one engine toppled. No injuries reported. westbound No. 17 delayed until about 2:20 PM as repairs were made.
Fire swept two New York Central docks at West 23rd Street, fanned by wind. Piers laden with merchandise burned, several firefighters leapt into the river to escape, all extinguished by two o clock. Captain Bell of the Ludlow squad and his family were rescued after being cut off. Three pier workers overcome by smoke also saved. Loss estimated at 250000.
Senator Pomerene denounces the judiciary committee for delaying action on a resolution directing the attorney general to prosecute oil and tobacco trust defendants. He seeks floor consideration, says the committee is dragging its feet and cites looming statutes of limitation. The matter is postponed.
An order of the county court forms the Teel Irrigation District embracing about 24000 acres in the upper Buttercreek valley. Petition signed by 63 landowners approved. An election will be held September 7 at the F. L. Brundage place from 1 to 6 pm to choose five directors. Twig Teel Peter Sheridan and S E Mikesell named election judges. W B Laughary A Longwell and J Franks Spinning corks named managers. No remonstrance filed. district aims to convey Camas creek waters across the mountains to Buttercreek head for irrigation of Wunds in the district.
Washington Aug 10 President Taft asked Congress for a 250000 appropriation to establish an Indian medical service. He notes 296000 Indians lack medical attention on reservations and urges action to provide care and improve sanitation amid traditional practices and limited health access.
Chicago, Aug 10. C W McClure, Georgia delegate chairman to the progressive convention, today presented figures claiming Roosevelt would carry enough electoral votes to exceed Taft and Wilson. He lists Taft with four states and Roosevelt winning California, Colorado, Indiana, Michigan, Minnesota, Ohio and other states totaling 255 electoral votes. The expected total would reach 246 to force an outcome. Senator Dixon, progressive national committee chair, approved McClure's forecast.
In ivuloghe France on August 10 Beaumont attempted a Channel crossing in a hydroplane. He lost control about 100 yards from shore as the craft plunged into the water. Beaumont and the aircraft were both saved.
During state military maneuvers near Springfield today three Illinois National Guard members were shot at by a farmer as they passed through his barns. None were seriously hurt.
Four women members of the Progressive National Committee call on women nationwide to back Colonel Roosevelt, urging especially those in suffrage states to support his campaign.
London reports more than 500 dead in a Turkish earthquake, with Constantinople noting devastation at Tehlvlek Kaulexi and Gallipoli. Marmora villages suffer, Tehorlu burns after the quake, while refugees arrive on the Stamboul. Troops rush to the affected areas as death toll estimates vary.
Aug 10 dispatch says commanding Yebe generals are en route to Juarez from across Mexico to confer with Pascual Orozco, commander in chief of revolutionary forces, on peace negotiations with President Huerta. The goal is to discuss terms for ending the conflict and stabilizing the government.

A letter from A J Helix of Great Falls to Secretary Lee Moorhouse suggests C W Russell the famous cowboy artist could visit Pendleton for the fall Round-Up. Russell’s wife has managed his career, with works portraying western life from Indians to cowboys, and Moorhouse believes an exhibit is likely during festival week.
