Union Aug 6 The county court granted Eastern Oregon Development Company a franchise to build and operate electric railways in the county. Work must start within 10 days and connect La Grande Hot Lake Union Cove Island City by October 1 with Elgin Summersville and intermediate points, in operation within two years. The franchise may include any established road and may cross Blue Mountains to Athena Adams Pendleton. W. E. Davidson of Pendleton is secretary. W R K Howard, an Union county settler, tells an Oregonian representative that fully half the grain in parts of Grande Ronde valley was killed by frost. He calls it the worst frost in county history, with lasting impact while noting some crab and hay crops remain harvestable. He doubts such a frost will recur for decades.
