Washington and Sacramento reports state Japan denies war threats over California anti alien land laws. Ambassador Chinda says conflict unlikely and calls efforts to calm talk by Japan’s elites. Secretary Bryan may meet California lawmakers to discuss the anti alien measure. Sacramento brief notes Senate invites Bryan to confer on framing the law.
Washington reports President Wilson asked Governor Johnson and California leaders if Secretary of State Bryan could visit Sacramento to counsel with the governor and lawmakers on an anti alien law that respects U S treaties. Sacramento expects swift action as discussion on Bird bill continues and Senator Boynton signals welcome for Bryan.
In New York on April 23, Roosevelt reportedly wired Governor Johnson urging him to prevent passage of pending California legislature bills that would exclude Japanese ownership and lease holders of land in the state.
Gov. Hiram Johnson telegraphed President Wilson stating the California Legislature intends to do nothing that would embarrass the state or offend other nations. He said the majority prefer general action on alien land laws, focusing on those ineligible for citizenship and following legal precedent. Johnson emphasized cooperation with the federal government and avoiding discrimination.
Butte April 22 Several miners are reported killed in a falling cage at the Leonard mine today. The boiler of the engine used to hoist the cage exploded and the men lost control of the contrivance.
Brussels April 23 Socialist leaders, after winning manhood suffrage through a nationwide strike, voted to end the strike tomorrow. Strikers across Belgium are expected to bow to the mandate.
Tokyo officials say they are gratified by President Wilson's stance on the anti alien bill. The press is generally favorable and public anger is easing as Japan believes American goodwill will stop California from passing a law that would insult Japan.
Pendleton seeks a half holiday as Boise faces Pendleton at Round-up Park to open the home baseball season. Mayor W F Matlock proclaims businesses close 2 to 5 pm and schools halt for the opening game on Tuesday April 24, urging community support and attendance by “Buckaroos” fans.
Philadelphia April 25. The vice commission says the problem stems from men not women and cites wage data over girls statistics. The 21 member panel urges a permanent body to use study findings, educate children, regulate large workplaces, and tighten supervision of amusement venues while opposing segregation.
Salem April 23 Rev J K Howard of Douglas County filed articles of incorporation for the Oregon Chinese Training School to be a secondary institution at Glendale. It will prepare Chinese students in English for admission to American colleges and universities and later be taken over by rectry from China. The Presbyterian church board of education is involved.
Chicago on April 23 Jack Johnson faced federal court for smuggling pleading nolo contendere to two counts. He received $500 fines on each count and the smuggled diamond necklace valued at $2000 was confiscated. Four other indictments were dismissed. Johnson expressed satisfaction with the outcome. his white wife did not appear in court.
San Francisco April 23 The strike of wireless operators against the Marconi company progresses as well as could be expected according to President Kohnenkamp of the telegraphers union He says it will be several days before the strike can be made very effective but declares that within a week the company will face a critical situation.
San Francisco April 23 recall of a judge marks the first use of California’s judiciary recall law. Police Judge Charles L. Weller is removed by 18 vote margin. Wiley F. Christ, backed by women voters, named successor after a close vote tally 30 722 to 29 907. Weller faced charges over lowering bail for Hendricks, alleged white slavery figure who vanished.
Medford Oregon April 23 Sheriff August Singler died this morning from a duel in which he killed Lester Jones 18, on a ranch near Jacksonville. The confrontation occurred last evening on the ranch a mile from Jacksonville.
Charles Cowan, owner of the Irvington Heights property, aims to market a large block of lots and reinvest sale proceeds into improvements in the addition. He envisions local realty dealers setting prices and proposes plans for a dozen sixes, with bungalow homes and buildings for residents. Cowan expects Pendleton’s growth but urges a new hotel and apartment development.
Washington April 23. Theodore A. Bell and Congressman Kettner of California told President Wilson that state politics are driving California's anti alien land bill now before the legislature. They produced telegrams to back their charge and suggested the governor and California progressives are pushing administration interference as Roosevelt once did.
A Pendleton man using the name Bud Stabler was arrested by Police Chief John Kearney after trying to cash a worthless $25 check at Columbian and Olympia Bars. The check bore a forged N. E. Lee signature and he had a $2.50 check stolen from Mr Lew. He attempted to conceal the check during processing but it was recovered. he will be moved to county jail for a hearing.
In San Francisco on April 23, five leading Chinatown merchants, angered by police blockades and stalled commerce, plan to appeal to the Chinese minister in Washington. They will send an emissary to urge stopping the Bing Kong and Suey Sing Tong feud fueling the blockade.
Pendleton fans Iva Hill and Genevieve Clark were among the Pendletonians who attended the game in Walla Walla yesterday.
Cettinje April 23. The Montenegrins officially report the capture of Scutari after a final assault in which about 5000 Turks and 300 Montenegrins were killed. Twenty thousand Turks were taken prisoner as Montenegrins entered the city to a cheering demonstration. Diplomats say the victory complicates the Balkan situation and jeopardizes plans for Albanian autonomy with Scutari as capital.

Washington April 23 The house began general debate on the tariff this afternoon with expectations that open discussion will end Monday The five minute rule will be used after the session and Underwood urged the house go into a committee of the whole to consider the tariff bill He accused Republicans of breaking faith with the public by passing the Payne tariff law in 1917.
Pittsburg April 23 A mine blast wrecked two entries to the Cincinnati mine at Courtney trapping nearly a hundred miners. Reports say several fatalities occurred with ten rescued so far as crews pursue further rescues. The company confirms the explosion and a hopeful rescue effort continues.
Baker Oregon records the death of Leo Sen a 65 year old Chinese resident after a four day hospital relapse from pneumonia. He had refused food preferring tea throughout his illness and died at home before burial by the county.
Washington April 23 The conference with Secretary Bryan and the senate committee on foreign relations voiced approval of the general features of Bryan’s plan for world peace through a system for judicial settlement of international disputes. Bryan said the details would be published after reporting to the president. The Japanese situation was not discussed. The recommendation included leasing or purchasing American embassy buildings abroad as rapidly as practicable.
