RITNER AND STEINER WILL TELL WAR TALES FOR V DRIVE START AT HAPPY CANYON THIS EVENING Duty is still spelled D U T Y. The Victory Loan Committee urges citizens to honor fallen and returning soldiers by contributing to the debt of victory.
Paris April 21 The big four met to debate Italy’s territorial demands with President Wilson absent. Italy bases claims on the London pact, which the U.S. regards as void alongside other secret treaties. The conference stalled as both sides held to their positions. The president planned to reconvene with other members after the morning session.
April 21 report says President Wilton Nan delays George Washington af Breet voyage. Liners will return home with troops. May 20 seems too early. Congress may convene between May 26 and June 1. British sources say big four will negotiate peace, not just transport treaty texts.

Boston April 21 The strike of 20000 operators ended after ratification of a settlement plan reached in last night’s conferences. Wage increases promised to employees will be announced this afternoon. The agreement restores the right of collective bargaining for employees.
In Seoul on April 21 a trio of American missionary Mowry and another American were summoned by the Japanese curia. The Japanese prosecutor warned of a six year hard labor sentence. Mowry reportedly admitted sheltering five Koreans and said entertaining them was a local custom, denying any anti-Japanese agitation plans. He is slated for sentencing Saturday.
The Echo Pendieten river road from Echo to Rieth will be surveyed for a June contract letting. Seven men work four weeks to map a 20 mile route using the northeast river bank to avoid river crossings at Nolin and Youkum, with bridges replaced by permanent structures. The project aims for a 22 to 24 foot highway by July, total cost about 490000 dollars, most on the Echo Pendietan portion, running parallel to the river and railroad.
United Press reports in Paris that a unanimous decision by the big four punitive powers has ordered Kaiser Wilhelm to live in exile. The move is seen as paving the way for bringing him before an international tribunal for alleged violations of Betrian memorial law rather than extradition for offences against Helen.
Mrs Celia Gurdane aged 78 died last night after an illness. Survived by husband Johan F Gurdane and son Tom Gurdane. Stepchildren Douglas Gordane, Mrs Nettie Huggins, Mrs Jane Rouse. Mrs Laura Streed of Heppner and her two daughters aged five and three have disappeared. The sheriff at Heppner seeks information on their present whereabouts. They vanished near Arlington about ten days ago and may have traveled to Pendleton. Mrs Streed is 28, light complexioned, five feet six inches tall, of medium slender build, wearing a dark green suit and a pink black sailor hat. the girls wore pink coats and pink bonnets.
