The Pendleton Common Council approves plans by City Surveyor Geary Kimbret to improve Raley Street from Hugh Street to Short Street with gravel kne pavement, curbs, and gutters. An Assessment District No. 25 is created to finance the work with costs allocated to lots and parcels specially benefited. bids for materials and work are invited, with details filed and published in the East Oregonian.
