Washington reports Taft seeking 3.5 million to fund army engineers against Mississippi floods as New Madrid Mo. is alleged destroyed. Memphis and Cairo faces rising water with record levels and imminent levee breaches threatening large areas and lives.
April 2 report from Jefferson City says rapidly rising Mississippi floods New Madrid. Governor Hadley is asked to deploy the state militia to protect the town as residents struggle to cope with the emergency.
In Hammond Indiana hundreds of thousands of acres flood as the Kankakee river bursts Chenobier Dyke creating a new river bed. Damage exceeds 100 million dollars. Ice gorge in the Calumet river has been dynamited to relieve pressure.
Judge W R Ellis, after a tour of eastern Oregon counties near Pendleton, says the equal suffrage amendment will be adopted this fall. He reports broad sentiment that woman suffrage will carry, and he shares optimism about his own bid for the Republican congressional nomination in the second district, aligning with his four opponents.
London April 2 The annual budget presented to the House of Commons by David Lloyd George shows no cut in estimated expenditures and no increase in taxation. The treasury surplus is $22,750,000, kept to strengthen balances. Lloyd George says a coal strike has reduced government revenues by $2,000,000 and will cut next year’s revenue by $4,000,000 due to lower consumption of tea tobacco liquor and sugar.
In Medford Oregon on April 2 a mass meeting formed a committee to raise 75000 dollars to begin building a railroad from Medford to the Blue Ledge mining district. So far 30000 dollars has been raised and the Southern Pacific will complete the survey as its contribution.
Only seven days remain to register for the direct primary election. All voters must register this year to participate, with about 900 voters still unregistered out of an estimated 4500 in the county. Registration closes Tuesday, April 9, so register today.
Rep D. Peterson of Milton accuses republican county leaders of fighting his renomination for refusing to follow their directions. He cites opposition to Senate Bill 75 on state printer reform and to House Bill 218, the Rogue River Fish Bill, detailing battles, vetoes, and his campaign optimism ahead of the primary.
In San Bernardino California on April 2 Oscar Johnson, seeing his wife embraced by a stranger, rushed into the house and struck the man with a club. He then realized the intruder was his aged father, who had just arrived from the east. The father lies in critical condition with a severe skull fracture.
Portsmouth April 2 Seth Nichols former sailor in the American navy confessed to police that he and a man named Knight killed Dr Helen Knabe health officer of Illinois. Nichols said they forced entry to her apartments stabbed her and fled with 1600 dollars. Police skeptical but investigating the tale.
Federal Judge Robert S. Bean of Portland opened the spring term of the eastern Oregon branch of the U S district court in the local circuit court room. The docket includes S P Wright et al vs Orchard Development Co et al with Lowell and Winter for the plaintiffs and Col J H Raley and D W Halley for the defendants. Four other cases set for hearing include V Davidson vs N P FE R Co and W N Gowisby vs Pacific Power Light Co. Out of town attorneys are in the city.
The assessor designated deputies to value Pendleton county property ahead of the 1912 taxes. A. W. Nye began field duties as deputy, with others listed in regions including Free Water, Valley, Milton, Ukiah, Pilot Rock, Hermiston, McKay, Reservation, Weston, Pendleton, and Athena.
Berlin reports the German press bitter over Colonel Goethals Panama Canal engineer after his Kaiser visit. It quotes disapproval of public claims the Kaiser supported fortifying the canal. Americans in Berlin say Goethals did not seek the Kaiser's audience and stayed only to accept an invitation.
Walla Walla news notes 3,000,000 jute sacks apportioned to counties but not contracted were released for public sale at eight cents each, one cent above prior price. About 700,000 sacks remained and demand appeared strong with orders totaling 86,000 by mid afternoon.
London 2 April Bulletin shows 123000 vote for resuming work and 135000 against. About 46000 miners who favored resumption returned to mines today. If rejected, operators predict wholesale desertion from striking miners.

V Potter head of the Los Angeles Pinkerton agency testifies as Canadian authorities seek Dean's extradition over charges of complicity in the New Westminster Bank of Montreal robbery.

Milwaukee April 2 Predictions say the municipal election will be the heaviest in history with Dr G A Bading leading the mayoralty effort against Emil Seidel the socialist. Factions claim a 15000 vote defeat for Seidel as Wisconsin holds presidential primaries and Senator La Follette is seen as the likely Republican endorsement winner.
Aviator Halem and passenger Miss Davis arrived in Boulogne France after crossing the English Channel from London to Paris. They landed at Ambletons for luncheon. Miss Davis is noted as the first woman to cross the channel in an aeroplane.
In Tokio on April 2 the Minister of War Ishimoto died today from consumption. The death removes a senior government figure from the military leadership, with reactions expected from allied and domestic circles.
