Iowa residents control consolidation via petitions and votes within districts with separate tallies for towns and rural areas. An effort is under way to consolidate all county poor farms into one state institution. The county homes house about 2,000 inmates, equating to the population of Glenwood's home for the feeble minded. Proponents say the plan would save money and improve accommodations for the unfortunate.
The state board of control, including A. M. McColl, J. B. Butler, and J. H. Strief, handles complaints from inmates across institutions and oversees property worth millions. The seed corn program dried and stored 1000 bushels, later sold at five dollars per bushel.
