State Auditor Orville Carpenter and Tax Commissioner R B Anderson warned that under a proposed constitutional amendment, Texas could face annual costs exceeding 56 million if 23,199 seniors 65 and older receive 15 dollars monthly. They note 41,787 current relief rolls count as the eligible base, with 10 percent admin costs pushing total to about 8.27 million yearly.
