Wisconsin rejects Texas style insurance rates plan
A Wisconsin legislative hearing heard Spencer Kimball, former UW law dean, explain why Wisconsin rejected a uniform guaranteed rate system. He noted Wisconsin shifted from prior approval to competitive rating in 1969, allowing faster adjustment to market forces, with no major rate shifts observed. Texas rates fell 11 percent this year under its uniform system due to fewer insured car accidents.
