The Texas Public Utility Commission heard that Texas Electric Service Co. needs higher rates, 23.6 percent, to finance new nuclear and lignite plants and ensure power availability. Burdette argued gas may become scarce and customers deserve low costs tomorrow and in years ahead as cities and coops oppose the increase.
President Carter welcomes Omar Torrijos at the White House ahead of the Panama Canal treaty signing after 13 years of negotiations. Torrijos and Carter discuss arrangements as 19 hemispheric leaders convene, with 27 nations sending delegations. The stakes rest on Senate ratification amid mixed public support.
APG President Victor Springer unveils a safety and attendance prize program effective Sept 1 through Dec 31 for 200 workers. Letters invite families to review rules and a catalog lets winners choose rewards. The plan rewards four months with no lost time injuries and aims to reduce accidents at Automotive Proving Grounds Inc. with new training, defensive driving, and safety gear including CB radios and fire extinguishers on test vehicles.
