Carter energy package clears House Rules hurdle
President Carter’s energy plan survived a major parliamentary challenge as the Rules Committee voted 9-7 to allow a single floor vote on the five part package. Rep. B F Sisk reversed his stance, backing the package to avoid killing the energy bill while still preferring separate action on the natural gas provision. Final action expected Saturday with the gas pricing section facing a close vote despite opposition from conservatives, gas state Democrats, and some Republicans.

DA cites Speedy Trial Act not primary cause of dismissals
Walter M. Holcombe district attorney for the 143rd Judicial District argues that the Speedy Trial Act, in effect since July 1, 1978, contributed to but did not primarily cause indictments dismissals in Ward and Reeves Counties. He blames underfunding by County Commissioners for investigators and assistants, detailing 17 dismissals in Ward and 24 in Reeves for serious crimes and noting additional cases pled to misdemeanors due to trial impossibilities. He cites eight Reeves bond forfeitures, missing replies in appeals, paroles with no state protest, and numerous abandoned investigations. In Ward, delays in missing person investigations, paroles without protest, and numerous refused felony complaints are noted. He urges immediate repeal of the Act and requests fund increases, noting his vehicle allowance request was ignored. the statement was prepared earlier and released Oct. 12.
