Bipartisan plan ties tax cuts to spending limits
A 21 senator group urges tying future tax cuts to spending reductions, proposing to allow new cuts 1980–83 only if inflation plus one percent cap applies, and a 1982 cut only if the budget is balanced. Led by Nunn, Chiles, Bellmon, and Roth, the plan would not affect 1979 provisions and projects $453 in extra cuts for a $20,000 family over four years. The Senate also debates energy legislation and faces possible adjournment delays, with votes on energy conservation and rate structures, while House action could combine sections to ease passage.
