DPS Chief Warns Texas Faces Rising Violent Crime and Traffic Deaths
Texas DPS Director Colonel Wilson E Speir cites serious concern over growing traffic fatalities and violent crime. He notes traffic deaths 1% higher than 1977 and warns the state could exceed 4,000 deaths in a year if trend continues. Violent crimes rise with murders up 14.7%, rapes 15.2%, and aggravated assaults 6.2% in early 1978. He blames slow enforcement growth, higher population, and low pay, calling for more troopers and higher salaries to retain staff.

Comptroller clarifies sales tax on utility bills
Texas Comptroller Bob Bullock said homeowners and renters should not fear October bills will carry sales tax. The four percent state tax on residential gas and electric bills was repealed effective October 1, with local one percent taxes also removed in about 125 cities. The tax break applies to billing periods starting on or after October 1, so a cycle from October 3 to November 3 would gain the benefit starting October 3.
