In a 75 to 19 Senate vote, lawmakers urged President Carter to lift trade sanctions within 10 days of a Muzorewa led government being installed, arguing the Rhodesia internal settlement warrants de facto recognition. Critics call the step premature and a potential strain with Black Africa.

House Republicans oppose Carter education plan
The Republican Policy Committee voted 12-1 to oppose President Carter's plan to create a separate federal education department, arguing it would erode local control. Rep. Bud Shuster dismissed the notion of limited power, while Rep. John Erlenborn noted strong Democratic opposition. A similar bill stalled last year. The Defense subcommittee approved a supplemental appropriation funding 18 advanced radar planes for NATO and two Navy destroyers at a total cost of about 1.8 billion through 1985, with the U.S. share initially 80.1 million and 41 percent of the total.
