Senate budget debate opens with 500 million more than House
The Texas Senate Finance Committee approved a 20.8 billion two year budget, 1 billion above Gov. Clements proposal and 500 million more than the House version. It leaves about 50 million unobligated for other uses. Raises include 5.1 percent for teachers and 5.1 percent for state employees, with higher ceilings for some judges and university staff. The panel also adds funds to raise researchers' salaries at Texas A&M and moves to bar campus groups from using state facilities. Conference committees will resolve differences before final passage.
