Fed plan to move funds from savings under probe

The Federal Reserve Board proposed automatic transfers from savings to checking to cover overdrafts drawing swift opposition. The United States League of Savings Associations pledged to sue, arguing current law forbids the move and warning of tightened mortgage credit and higher home costs. Critics cited reduced savings and pressure on home loans, while Fed attorneys defended legality as no interest is paid on checking accounts. The plan, set to take effect November 1, targets the 5700 state and national banks in the Fed system.
