Negligence proof waived in swine flu compensation plan
The government said victims of Guillain Barre linked to the 1976 swine flu vaccine need not prove negligence to receive federal compensation. About 439 of 1,483 claims seek $365 million for Guillain Barre injuries, with 23 deaths among roughly 45 million vaccinated. The move covers vaccine makers and health agencies against suits, with proof required only that the disease followed vaccination.

Utilities hearing probes charges that hit the poor
Economist Frederick Wells told the Public Utility Commission that a basic customer charge on electricity is like an entrance fee for groceries and unfair to low income users. Other witnesses said residential customers are subsidized by higher rates from commercial and industrial users as the hearing on charges continues through June 28. Temperatures in Pecos reached 100 degrees with mixed forecasts for the region and a high in the mid 80s Panhandle to near 105 along the Rio Grande. Wells, representing Texas ACORN, argued utilities favor customer charges for short-term stability and questioned offsetting energy stamps for the poor.

Senate leaders press for end to month-long filibuster vote Thursday
Senate leaders seek to end a month-long filibuster against proposed labor law revisions. The push aims to invoke debate limiting closure on a sixth attempt, after a two-day Senate recess approved by Majority Leader Byrd. Orrin Hatch predicted failure by two votes. Byrd did not forecast the result. The bill would set deadlines for union elections and penalties for employers opposing organizing drives. The record for six anti filibuster votes last occurred in 1975 over a New Hampshire Senate election.
