Carter approves full scale development of mobile MX missile
President Carter plans the initial announcement for a large mobile MX intercontinental ballistic missile system to deter Soviet surprise attack. The plan envisions about 200 missiles spread across 8 000 to 9 000 hardened shelters on Defense Department land in New Mexico Arizona Utah and Nevada with basing details to be discussed with four Western states. The system would move missiles between launch points in less than 30 minutes and cost an estimated 30 to 32 billion dollars over a decade with full operation expected by 1989.

O'Brien opposes it, saying the plan is not proper. The change would entitle but not guarantee a 7 percent pay rise, starting from Sept. 30, 1978 levels, with any fall 5.5 percent increase potentially added to reach 7 percent.
