After two months of behind the scenes efforts a compromise plan for desegregating Dallas schools collapsed. U S District Judge William M Taylor Jr ordered more testimony and indicated a possible final order detailing steps for the school system as early as Wednesday.
The 85 percent completion rate for Venezuelan Equine Encephalomyelitis vaccines in Texas shows rapid progress while Oklahoma nears finish. Vaccination continues in Louisiana New Mexico and Arkansas with California Arizona Mississippi and Alabama expected to begin within a week under Federal Emergency Headquarters guidance.
The Texas Animal Health Commission reports 1 315 horse deaths and 1 874 illnesses from the VEE outbreak that began in Mexico and reached Texas on June 29. Texas Health Department confirms 23 human cases with 120 suspected. one case outside Texas traced to a Public Health Service worker in Colorado. A car overturned twice after hitting a culvert one mile east of Clarendon Texas killing Paul Raymond Calhoun 31 and his wife Jennie Geneva 27. Calhoun’s brother in law Thomas E Dooley 24 of Denver and three Calhoun children were hospitalized in stable to serious condition. Seven other children were treated for injuries at two Texas facilities.
Twelve to fifteen families evacuated to emergency shelter after Nolan Creek overran its banks on Killeen south side. Weather data showed 7.34 inches of rain in 24 hours ending this morning. Police reported no missing persons or injuries. a motorist was rescued from floodwaters by firefighters.
Rhonda Olnott and John Carl both of New Orleans were jailed on marijuana possession charges with bonds set at 5000 dollars each after a traffic stop and car search initiated by a deputy sheriff. The incident occurred in Pecos as high winds and rain began cooling a long dry period.

APA president Jack Cox owed about 312000 after First Financial collapse. memo shows Nashwood Corp planned to gain control of APA and merge it to settle the debt, with Nashwood selling First Financial to Morris Jaffee to obtain APA stock.
The Chapel Choir and Hand Bell Choir of Main Street Baptist Church Hattiesburg Miss with 35 youths under director Bob H Jones perform sacred music at West Park Baptist Church at 8 p m Thursday. The tour will visit Louisiana Texas New Mexico Arizona and California. West Park invites the public to attend.
The Pecos office territory led by Stoneville 213 upland cotton variety reports a sharp drop in Acala 1517 plantings to about seven percent from 31 percent last year. Pecos area gained 73 137 bales of upland and 7 313 bales of Pima from the 1970 crop, versus 83 192 and 9 422 bales in 1969.
Anne Slack is among six teen nominees for Miss Cotton of Pecos 1971. The pageant at Pecos Valley Country Club includes a dinner at 8 PM, tickets $5, and public admission. Anne, 16, a Pecos High senior, holds multiple club memberships and honors, including Band Sweetheart, Girl Scout leader, and First Presbyterian Youth secretary.
