Still Change for Federal Aid for Texas

R. M. Hubbard, chairman of the State Highway Commission, says failure to publish a proposed Constitutional Amendment timely cannot affect state highway funds or the current program. He notes federal appropriations for 1924 and 1925 remain secure and pledges continued cooperation with counties to expand a statewide highway system while taking over maintenance of all state roads starting January 1, 1924. The commission intends to use increased 38th Legislature funds to aid progressive counties, deny calls for new taxes, and push a clearly drafted future amendment in the next session.
