Governor seeks expanded powers to curb state growth
Gov. Bill Clements urged the Texas Legislature to give the governor budget supervision authority and power to remove state agency members with Senate consent. He backs a $1 billion tax cut, appointment power over boards, a hiring freeze and a 25,000 reduction in employees over four years, citizen initiative powers, a ban on state income tax, and a two four year term limit for top state officials. The plan also envisions local tax vote power, a single county tax appraisal office, and full tax relief implementation from the 1978 amendment. Governor and allies press a sharp spending restraint against critics of tax hikes.
