Pot culture shifts as permissiveness grows nationwide
A 1970s overview notes rising marijuana use from 10 to 20 million Americans, citing Kennedy family arrest, Margaret Mead support, and a Presidential commission forecasting laws easing. Dr. Robert Baird, Harlem physician who treats 1,500 addicts, argues marijuana fuels nationwide addiction and deems public opinion makers partly responsible. He warns millions may become addicts if current trends continue and condemns permissive attitudes as undermining discipline.
