The 1976 referendum halted a planned shopping center atop the Edwards Aquifer, source of the city’s drinking water, after zoning allowed development before the vote. Developers’ lawyer Harvey Harday welcomed the ruling as justice. The referendum had directed the council to change zoning to bar the mall.
