Outgoing Briscoe Quietly Reassigns Texas Appointments
Former Governor Briscoe made a string of late nominations and replacements to state boards. Ruben Torres of Port Isabel will join the Board of Pardon and Paroles, replacing Clyde Whiteside as his term ends. Jay Floyd’s nomination was withdrawn amid opposition from Senator Lloyd Doggett. Other picks include Otto Kunze to the Air Control Board, Lucien Flournoy and James Johnson to Aeronautics Commission, and J. J. McKenzie to the Texas Eastern University Board of Directors along with regents for Texas Woman’s University.
