U S surgeon general Dr Jesse L Steinfeld reports teens increasingly take up cigarette smoking as elders quit, with the sharpest rise among ages 13 14 and 15. He calls the trend a very sad situation and cites data gathered over the past two years.
The NAACP Legal Defense Fund and the Harvard Center for Law and Education allege state and local districts diverted millions in federal aid for impoverished Indian children. The study covers 60 districts in eight states and says funds were spent on every need except the Congress intended education aid.
The Supreme Court heard a challenge to the District of Columbia abortion statute requiring a health preservation exception. The two hour session tested whether the law is clear enough for physicians to determine when an abortion is legal. The docket also includes cases from Minnesota Texas Georgia and Louisiana.
The Office of Economic Opportunity faces a reduced budget as Congress blocks a 23 percent cut but expects about 10 percent less than current funding. Nixon proposes an $800 million budget for fiscal 1972, below the $885 million this year yet above the OMB plan by roughly $110 million.
Rio de Janeiro AP reports Brazil insists on a note signed by kidnapped Swiss ambassador Giovanni Enrico Bucher before transporting 70 prisoners to Chile as ransom. A month of talks ended with a swap offer and Chile granting asylum to the prisoners.
Sgt. Charles Hutto, 22, of Tallulah Louisiana, on trial for assault with intent to murder at least six My Lai civilians in South Vietnam. Psychologist Dr Norman Reichenberg of Miami described the defendant as unable to form the necessary murderous intent.
Environmental advocates urge President Nixon to propose a sulfur fuel tax tighter pesticide controls and a permit system for industrial toxic materials. The suggestions accompany the environment message to Congress expected February 9 or 10.
Washington AP reports Rep. John B. Anderson a civil rights and consumer protection dissenter faces a strong conservative bid led by Ohio Rep. Samuel L. Devine to oust him from the third-ranking House GOP post. Devine is a former FBI agent and college football official active in The Republican Regulars.
Senator Richard B. Russell, who checked into Walter Reed on December eight for a respiratory illness, has experienced a setback as an aide says infection has returned to parts of the lower respiratory tract after doctors believed antibiotics would clear it.
President Nixon outlines new depreciation rules to speed writeoffs for machinery and production facilities. The move, opposed by Congress, could complicate revenue sharing plans while reducing federal revenues by 800 million in 1971 and 2.7 billion next year. Reports note hearings will follow rule promulgation and legal challenges are under way.

Fresno AP reports giant corporate cotton growers may rent their allotments to smaller growers to offset losses from a new $55,000 subsidy ceiling. Some will plant to reach the top subsidy while renting remaining acreage for six to seven cents per pound, with tenants growing on their own or leased land.
