Refinery tax would replace ad valorem tax in Texas

Gusty winds sweep Texas and Pacific storms drench West

Gusty winds buffeted Texas with 25 to 30 mph gusts across Abilene Amarillo El Paso San Angelo and Waco as warm temperatures persisted.
