Senate Finance Committee weighs options on Social Security bill
The Senate Finance Committee met behind closed doors to resolve a stalemate over a Social Security bill and a $250 per student tuition tax credit attached to it. President Carter’s administration and House conferees clash on the credit, with Mondale predicting the credit will be moved to another bill. If the credit is dropped, immediate passage of the Social Security bill could follow, but a veto threat and internal party tensions risk delaying action and future tax cuts.

Researcher testifies on alien children performance in court
In Tyler Texas Dr Jose Cardenas executive director of the Intercultural Development Research Association testified that children of illegal aliens generally perform better than native born minority children. He noted federal bilingual education laws do not constrain citizenship status of participating children and Texas law requires citizenship or legal admission. He declined to provide national estimates of illegal aliens, saying figures range widely and methods are suspect.

Texas Railroad Commission Overturns 1973 Gas Refund Order
The Texas Railroad Commission ruled to refund $1 billion to customers from Coastal States Gas Corp and La-Vaca Gathering Co after overturning the 1973 interim rate order that allowed charges ten times the contractual amount.
