No rationing by March urged by energy chief
William E. Simon told senators that rationing would not start before March and that a decision on whether to ration will be made this month. He said standby machinery to implement rationing exists and that the administration will not hesitate to order rationing if needed. The plan would evaluate voluntary conservation first and consider tying rationing to higher gasoline taxes as a second option.

Ag fuel crisis mounts in state
Texas Agriculture Commissioner John White told the House Energy Crisis Committee that an emergency fuel rationing program is essential as federal priority allocations fail. He warned the agricultural sector faces drying rural fuel sources, threatened cotton harvests, unplowed fields, and disrupted nitrogen fertilizer supplies costing up to five times last year. He urged immediate bans on nitrogen fertilizer exports and criticized the distribution system, saying a rationing plan is inevitable despite political unease.
