NATO burden sharing plan faces Britain cash hurdle

European allies propose a five year program to share NATO burdens. The package includes an integrated military communications system and air raid shelters costing at least 420 million dollars, with Britain seeking to avoid extra cash. West Germany would fund about half the package and Turkey would receive 16 transport planes donated by West Germany. Britain resists further spending, arguing it already bears heavy costs while expanding its own defense role. Other participants include Italy, Belgium, the Netherlands, Luxembourg, Norway, Denmark, Greece, and Turkey. France and Portugal are largely absent and Iceland contributes nothing.
