Texas road funding bill passes amid 2014 ballot plan
A limited Texas legislative session yields SJR 1 to place half of oil and gas severance taxes into the highway fund and HB 1 creating a 10-member transportation funding panel. The plan aims to protect the Rainy Day Fund with a floor of 6 to 7 billion, while TxDOT must save 100 million for debt payoff. Officials touted economic and safety benefits, noting rural roads needing repair and a new driver law requiring slower speeds around TxDOT workers with flashing lights. Local sales tax receipts rose 7.3 percent in July, boosting August distributions to cities and counties. Fracking notes cite its role in 80 percent of new Texas wells, as Craddick touts energy independence.
