Flood warnings in West Texas kill toll rises to 21
A sudden downpour spawned by the remnants of Tropical Storm Amelia caused a multiday flood across West Texas. The death toll reached 21 with six in Albany and at least 15 in the Hill Country as rescue crews searched for missing residents and thousands faced displacement. Federal aid was authorized, disaster centers planned, and evacuations continued along swollen rivers including the Pedernales near Stonewall and areas around Lake Travis and Canyon Lake.

Briscoe backs tax relief bill exempting home utilities
Gov Dolph Briscoe promotes a special session bill to exempt household gas and electricity from the state sales tax, cutting about $4 from a 104 summer bill, as lawmakers also push a constitutional amendments package on property tax relief. The package includes homestead relief and a shift to income-based agricultural land tax, with school district reimbursement funding debated. The inheritance tax exemption would rise from 25,000 to 200,000 per heir, with increases to 250,000 in 1982 and 300,000 in 1985, while counties face appraisal standards and revenue impacts.
