Reeves County residents receive 129000 monthly social security payments at year end 1971. Odessa district manager H P Thomas notes 826 retired workers and dependents, 410 survivors, 154 disabled beneficiaries. Many under 60. Texas totals show millions in various under 60 and student categories.
Sen. George S. McGovern met two hours with Sen. Edmund S. Muskie about the Democratic vice presidency. Muskie, long a top contender, made no comment as McGovern said a joint announcement would come later. McGovern also refuted reports of trouble finding a running mate and said a decision will be made with care, with possible reforms to the selection process.
The Senate approved a historic antiballistic missile pact 88 to 2, paving way for late consideration of a broader five year offensive weapons accord. The agreement caps US and Soviet missiles, with key figures including Nixon and Brezhnev voicing support, while opponents warn of reduced defense options.

Linda Bickley Kyle, Pecos native, promoted by the El Paso Public Schools Board of Trustees to consultant on Human Relations. Kyle, a UT El Paso alumna, plans an M Ed in Educational Administration in 1972 and has instructed for El Paso Teachers Association and other groups.
In Cleveland an eye level pass by the Goodyear blimp America stirred residents as police officers John Stanz and Robert Kozelka reported sighting the aircraft drift low over the city causing a mild sensation.
IMAGE will meet tonight at 8 30 for a regular meeting in Bozeman and Bryan Building 210 South Oak Street. Pilot Lee M Cermak described the blimp flying from Lake Erie shore to Burke then rising to 1000 feet over the city. A spokesman said the bottom fin was damaged in an accident but denied flying at 100 feet, noting the craft is 190 feet long.
July permits totaled 38 850 dollars with the largest at 16 000 for Gene Owens to add a Hallmark Card and Party Shop to Rediger's Pharmacy at 724 S Eddy St issued July 18. Other permits included single and multi family homes, carports and additions across multiple streets, with 1971 figures cited for comparison.
The United Mexican American Council and citizens met to form a PTA at East Pecos Junior High to improve parent teacher relations. Frank Perea said attendees discussed alleged mistreatment of students by teachers at East Pecos and Pecos High School and considered hiring a new assistant to the principal. He noted two Mexican American teachers with administrative masters degrees and more experience than the candidate hired by the school board, who claimed qualified Mexican-Americans are rare.
Claude Elkins opens Elkins Electric at 2130 W 3rd St Pecos native will handle commercial electric and oilfield maintenance with his son C L Elkins. He previously ran Pecos electrical business until 1961 sale. Also notes a letter from Darrell Carr urging UMAC to end its battle to reinstate him in Pecos schools and a remark from School Board President James Toone about grievances against teachers.
