Carter framed windfall tax proposal as political charade
President Carter denounced a windfall profits tax on oil as a charade while urging Congress to approve a 50 percent levy on new revenues from decontrols to fund energy programs, transit, and aid for utilities and the poor. He warned opponents may channel $4 billion to $5 billion to oil companies as part of the plan.
