Record Numbers on Federal Payroll Surpass Million
Washington reports that the federal civil payroll exceeded one million for the first time in U.S. history. From 562,934 in March 1933 to 875,000 in January 1940 and an added 125,000 in the past seven months, critics note much expansion predates Roosevelt's 16 May armament speech.

Hillman organizing and how in defense program
A principal difficulty in the defense program is President Roosevelt's preference for Communist fellow-travelers in key positions. Sidney Hillman heads the labor coordination effort, making the Defense Commission offices a rallying point for various collectivists. David Lasser, founder of the Workers' Alliance of America, met with White House officials on July 2 and July 3 to offer services, raising Capitol Hill debate over his role.

At the Philadelphia National Convention Wendell L. Willkie heard from Dwight H. Green, Illinois Republican nominee for Governor, that reaction to Willkie's nomination in Illinois is splendid. Green predicts a strong Illinois delegation to the acceptance ceremonies and vows the prairie state will be "on fire" for Willkie by fall. Green noted Wayland Brooks traveled to Colorado with his son before campaign work begins. Over 800 well-wishers greeted Willkie at the airport as traffic halted and crowds cheered.
