Washington reports a growing official irritation over Frances refusal to repay the four to five million dollars owed to the United States. President Coolidge supports a strictly American policy, demanding a clear plan of when how and at what rate France will repay the debt. Fifteen cement firms offered 6.6 million barrels, over two million more than needed, enabling bid-ready work on approximately six hundred miles of road contracts. Colonel C. R. Miller and N. T.
