The April issue denounces Stalin’s cult of personality and attack on Leninist principles, citing damage to collective leadership and intra party criticism. Reports from Vienna mention released purge victims in Czechoslovakia and Bulgaria.
Secretary Dulles said Eisenhower would seek Congress approval before using U S troops in the Middle East unless a sudden emergency made Congress access impractical. A three hour blaze in Daytona Beach destroyed the Orange Hotel the Empire Theater and two stores. Fire Chief Charles Lee put the damage at about half a million dollars and about 300 hotel guests were evacuated.
The California Senate approved 37 to 0 a 1.799 billion dollar budget for 1956 57 the largest in state history. The measure proceeds to the governor with no new taxes funded by record revenues reserves and surplus. The package includes 25 million for state employee pay raises and supports the 1960 Winter Olympics at Squaw Valley and the Feather River Project.

Mrs. Viola Franz Eastlick aged 38 of Shelby was killed when her car collided head-on with one driven by her son Anton Eastlick 21 of Havre. He sustained a broken ankle and cuts. Highway patrolman Jim Persling found no apparent cause on the open highway.
In Japan, 36 planes and boats searched land and sea for a U S Air Force C119 Flying Boxcar missing with five men. The aircraft departed Tachikawa base near Tokyo for Ashiya on Kyushu's northern coast. The last report at 1 40 a m placed it near Takamatsu about 350 miles southwest of Tokyo.

The Soviet Union has conducted another nuclear test as it accelerates its test program before U S and British tests. The Atomic Energy Commission reported the latest Soviet detonation, the sixth in eight months, while the United States prepares its Pacific test program beginning later in the month and seals a large ocean area off limits. A British team also heads to Monte Bello Island to ready Britain third series of atomic tests.
Investigators linking the Costa Mesa murder of 18 year old Barbara Jepsen and an 18 year old Van Nuys victim focus on three suspects. A blond man 25 to 30 with crew cut was seen near Jepsen’s home January 31. Another man claimed to be an Army sergeant and was intoxicated and talkative at a Newport Beach bar.
Walla Walla reports nine convicts questioned after a guard found a 25 foot tunnel from a basement cell wing nearly to the prison wall. One inmate was located in the tunnel as authorities investigate. Warden Lawrence Delmore Jr notes four of the questioned are among ten escapees from last year’s 60 foot tunnel breakout.
Civil Air Patrol and Air Force planes search for two Los Angeles men who vanished in a dust storm between Tucson and El Paso. Headquarters set up at Animas New Mexico to locate A C Slatter and Kamp Hanley both North American Aviation employees on vacation en route to Point Church Louisiana.
Tornadic winds swept across Oklahoma Texas and Kansas killing at least ten people and injuring more than fifty. Drumright Oklahoma suffered the largest toll with a family of four killed and a number of injuries as dust storms and freezing weather compounded damage.
A loud blast likely sonic in origin shook the San Gabriel Valley at 11 a.m. today. Residents in Monrovia Altadena San Marino Temple City and West Covina report their homes rocked but there was no apparent damage.
President Eisenhower orders a federal council on aging to expand opportunities for the elderly. In a memorandum to heads of about a dozen agencies he designates an agency representative from each to run the program and to establish a broader permanent interdepartmental aging group.
President Eisenhower told the Washington Conference of the Advertising Council that foreign aid yields greater security value than defense spending, stating that arms alone cannot solve foreign problems and that such a view would be ignorant and uninformed. He cited a ratio of every dollar spent on aid equaling five dollars in defense benefits.
Firefighters battled a blaze at the South Gate General Motors plant injuring no one. A spray booth was damaged after about an hour of effort as crews wore gas masks to handle heavy paint fumes.
Stanley Thorn wants a divorce from Karlene Kay Gans claiming she misrepresented age as 17 at marriage on Oct 24 1955 in Morgantown West Virginia. Thorn and the girl’s foster parents Carl and Mrs Gans were arrested Feb 8 1956. parents convicted on delinquency charge but awaiting appeal. Thorn accuses her of gross neglect and extreme cruelty.
A 22 year old Pasadena house wife, Margaret Louise Hall of 94 Parkwood, died when her car was struck head on by a wrong way driver on an eastbound freeway lane. The other driver, Richard Turpin of South Pasadena, was booked on suspicion of manslaughter after injuries.
Rebel dairy farmers end activities aimed at choking Detroit's milk supply after court injunctive actions and police convoys cleared milk transports through picket lines. Rolland S. Brengle head of the Fair Share Bargaining Assn says the group will suspend picketing pending a session with Detroit milk dealers and the State Labor Mediation Board.
Downtown congestion will ease later this month as one way patterns debut on Third and Fourth streets. The Fourth Street bridge over the Harbor Freeway will be completed and Fourth Street will extend east from Flower Street through the downtown area.
About 50 placard carrying pickets protested the start of construction of a million dollar 96 unit apartment project. Part of it is on land to be condemned for expansion of the San Fernando Valley Airport if a 10 million dollar bond issue is approved by voters June 5.
In Long Beach a young woman named Mary Novak was stopped by officers for driving on the wrong side of the street on Pacific Ave. She wriggled like a snake during the stop and struggle, leading to her removal of shoes and her subdual. She was jailed on suspicion of misdemeanor drunk driving.
