The Tournament of Ruses Association proposes a four story construction at Brookside Park. Pasadena City Commission will meet Wednesday at 9 am in the Council Chamber to discuss the plan which would use part of the Jamie Morrison site southwest of the float construction building. Also on the agenda a proposed heliport location near South Raymond Avenue opposite the Rose Palace and a northeast site near the future freeway interchange. A public hearing at 9 30 am covers Christmas tree sales in zones C P and CM from Thanksgiving through December 26. The commission will also review a revision on fence and wall height provisions in certain zones.

San Gabriel plans a public information meeting series on the citys prop ised general plan at the West San Gabriel YMCA on Almansor Street. Mayor Helen Kennedy announced sessions will discuss aims, philosophies and goals with attendees invited to suggest ideas. The annual Good Friday breakfast for business and industrial leaders, 7:30 to 9, will feature Herbert B. Anderson of the YMCA board.
J ames R. Galbraith, former Star-News staff member, is named executive director of the Republican Governors Association in Washington D C. A Pasadena native and USC alum, he studied at Pasadena High and Pasadena City College, served five years in journalism, and held posts with NBC radio and the National Republican Congressional Committee before joining the RGA in 1969. Governor Houle B. Nunn of Kentucky, RGA chairman, announced the appointment.
