City council adopts the annual tax levy with 42 mills total, nine for water bond interest and sinking fund, fourteen for electric plant bonds and sinking fund, and others for general/contingent needs. Despite a 40 percent reassessment, levy rises to 8 mills above last year to fund new electric light plant and safety building. County and parish levies noted, Cedar Giths and Paragouah amounts listed.

In February 1971 Hans Mortenson fled his ward post in Parowan Stake leaving shortages in tithing accounts. The Stake Presidency ordered restitution and a public acknowledgment by December 31, 1923, later extended to July 19, 1924. Mortenson met with leaders, corrected accounts in Parowan and Salt Lake, and returned to California with church blessings.
