The project to establish North Beach State Park was driven by the County Recreational Committee and Representative Frank W. Hirschi. Hirschi started the idea four years ago with Scotty Wendall of Utah Power and Light and sponsored House Bill No 2 of the 37th Legislature to enact the park. He also prepared a memorial honoring Gutzon Borglum and St Charles as the sculptor’s birthplace.
