Local Option Measure Lets Subdivisions Vote on Liquor Sales
The local option measure allows counties, precincts, cities, towns or villages to decide by election whether intoxicating liquors may be sold. A petition equal to one fourth of governor votes or one fifth of mayor votes triggers the election. If prohibition passes, it takes effect in 90 days and licenses cannot be issued. Penalties include fines up to 300 dollars or imprisonment for physicians, druggists, or purchasers. An election can be called again after two years if defeated.

It cites crowded yards, slow deliveries, and scarce labor while noting rail and locomotive overwork. It contrasts current conditions with 1893 after a Democratic administration.
