Washington negotiators raced to avert a nationwide railroad strike as a 30 day cooling off period under the Railway Labor Act neared its end at midnight EDT. Railroads threaten to apply new work rules affecting thousands of diesel firemen and pay structures for about 200000 workers, raising the stakes for Congress and the public.
Washington Reuters The president signed into law a measure to assure women equal pay for equal work, covering about 72.4 million workers. The bill does not cover all women and takes effect in one year, prompting praise from advocates who called it a major advance despite limits.
London reports say Prime Minister Harold Macmillan convened with top ministers after a widening scandal threatens his government. Chancellor of the Exchequer Lord Dilhorne may issue a report this week as Dr Stephen Ward faces bail denial while the Ward scandal ties to Christine Keeler and a Soviet embassy linkage.
In Tuscaloosa a force of more than 1500 police officers backed by 700 National Guardsmen maintained order on the eve of the expected registration of two Negro students at the University of Alabama. Gov Wallace planned to block enrollment while claiming the force would keep law and order, not bar entry. Proceedings included arrests of 15 white men and seizure of a small arsenal.
Burglars broke into the Pampa Foundry at 701 Somerville last night and left with 55 cents from a desk drawer. Owner H. C. Darby reported glass was broken from a rear door to gain entry. A $2 envelope in the desk was untouched. Police were also told vandals tore down an instruction sign at a car wash stand nearby. An ice machine operator reported missing ice without paying.
In Lima the center-left coalition leader Fernando Belatinde Terry led with about half the ballots counted as 1.8 million Peruvians voted.Unofficial returns show Belaunde with 375,974 votes, Victor Haya de la Torre 930,645 and Gen Manuel A Odria 247,072 amid irregularities in the north. Official results due late week.
In Nashville, James R. Hoffa and ten others pleaded innocent to federal jury tampering charges linked to Hoffa's $1 million conspiracy. Several defendants stood mute, while Hoffa, his associates, and witnesses faced pretrial motions as a mistrial previously occurred.
Texas basks in a typical summer pattern with 90s temperatures and scattered showers. Dalhart and Galveston peak at 104 while Amarillo and Alpine hover around 54 to 61 overnight. Meanwhile Midwest storms spawn tornadoes from Grand Rapids to Belmont causing damage and injuries.

Mrs Odessa Steddum reports a white spotted horse found about three weeks ago on her land three miles west of Pampa on the Borger Highway in Castleberry B Lease. Owner may claim by calling MO 4 8983. if unclaimed, the horse will be disposed of.
The Supreme Court voided a Missouri emergency seizure law aimed at preventing a streetcar strike in a G1 labor dispute between Kansas City Transit and AFI CIO Local 12k. The union struck but workers returned to work two days later after Jackson County Circuit Court order. seizure ended December 28, 1962. Missouri Supreme Court had upheld the law.
Louisiana Governor Jimmie H. Davis will host an Interstate Oil Compact Commission meeting in New Orleans for four days with at least eight oil producing state governors. The event aims to discuss common oil production problems and could target Louisiana’s production gains since the 1960 Houston meeting, with criticism likely deferred to December in Santa Fe. Attending governors include Connally Texas Welsh Indiana Campbell New Mexico Bellman Oklahoma Hansen Wyoming Morrison Nebraska Anderson Kansas Babcock Montana.
The Texas Association of Life Underwriters held its annual installation banquet at the Coronado Inn. Officers installed were Jim Cheisty as president John P McCausland as vice president and Charles Ambler as secretary treasurer. Directors installed included Myron Mars Fred Thompson Woody Finney R D Allen and Preston Cox E Lo Henderson named national committee man Bill Sanders of Lubbock was listed.
President Kennedy announced the United States will not resume atmospheric nuclear tests while other states refrain and that high level talks among the United States Russia and Britain would begin in Moscow to salvage a general nuclear test ban treaty. The talks would start in July with representatives chosen for their trusted status and not necessarily official positions.
In Gainesville Texas a Dallas man Jerry Anderson and Dorothy Fay Sanders were jailed on charges of murdering patrolman Kenneth Harrison who stopped to give them a ride after their car went into a ditch. Anderson admitted firing the shot as Sanders claimed no motive. Harrison, an eight year veteran from Perryton, was en route with a suspect in a patrol car when the shooting occurred. The incident followed a traffic crash reported by dispatcher Jimmy O Brien and ended when police arrested the two at a feed mill. Anderson, a parolee with an artificial leg from a prior prison fight, appeared intoxicated at arrest.
Pampa city commission postpones its regularly scheduled session as Mayor H R Thompson is hospitalized for a checkup. Harald Sehmitzer says the meeting will proceed tomorrow at 9 30 a m with the mayor absent. Forrest and Coton and R A Underwood were notified of appointment cancellations with the commission.
Quiet in Berlin as West Berlin Mayor Willie Brandt arrives in New York for a brief visit and states the Soviet Union has come to accept that the West will remain in Berlin.
