In the state capital, the senate passed a bill authorizing $1.5 million in five percent bonds to lift the accumulation of debt. Up to $700,000 may be sold within the state. if not practicable, the reserve goes to open market. A prior $1,000,000 internal issue by Mississippi was defeated on the floor.
Dr. J C Gathings, penitentiary superintendent, signed a statement charging Smith, former chairman of the prison board, with sensational faults tied to the Oakley farm holocaust last summer. Smith had been pardoned by the Governor for a five year sentence. Gathings denies responsibility and attacks Smith, claiming whisky stock and misuse of liquor discussions among lawmakers and others.
