The Mississippi governor calls for reform of criminal law and procedure, court relief, drainage and roads, juvenile justice, and raising the age of consent. He urges harmony across parties, warns against discord, and emphasizes modernizing the judiciary and prohibiting child labor and liquor sales abuses.
The governor urges tax revision to end bond reliance for current expenses, expand state regulation of railways and banking, and strengthen corporation taxation. He stresses education, care for the disabled, and veterans, praising Old Soldiers Home and Old Ladies' Home while calling for funded, systematic public assistance and economic reform.
Jackson reports commercial groups vow to press the railroad commission to revisit the newly adopted Southern classification of local freight rates. New commissioners Edwards and Wilson have letters from shippers and merchants seeking a rehearing, arguing the Southern scheme raises rates for many in Mississippi and hampers competition despite some inequities in the current Missis sippi plan. Secretary Andrews of the Vicksburg Board of Trade cites a single jobber would pay about 150,000 more annually under the Southern system.
The 1970 legislature appropriated 40000 to the Mississippi Sanitary Live Stock Board for eradicating cattle ticks and hog cholera and other stock diseases. Five thousand dollars funded early hog cholera work. a 360000 request for next year includes 25000 for serum purchases. Board gains support from counties in quarantine and aims to lift restrictions statewide within 12 to 18 months as more counties organize and use the board’s tools.
Rev J Lundy Sykes of Grace Episcopal Okolona has the 1851 parish register showing 163 negro baptisms and 133 whites before Civil War records stopped. In Lincoln County a state banner goes to the Girls Tomato Club and Lincoln county clubs, while a Tucker Printing House fire causes $60 000 loss with $25 000 insurance. Aberdeen seeks pardon for Will Poke jailed since 1909 for grand larceny. Yalobusha County courthouse burned with about $40 000 loss. Farmers prepare for boll weevil and shift to corn hay and livestock as cotton prospects fade.
Walter P. Reese of Reese & Cotton Natehex died after suffering a stroke of paralysis months earlier. Found by a negro porter in the firm’s offices, Reese was seated as a pistol was dropped beside him. He had come from Montgomery fourteen years ago to work in cotton futures and join the partnership. His brother Warren Reese, once mayor of Montgomery, is mentioned in connection with the family.
Boone Duff, a Louisville man, is charged with killing an engineer on the New Orleans Chicago and Mobile railroad. Circuit court in Louievilla convened with Judge McLean presiding. ex-District Attorney George Mitchell leads Duff’s defense, with Thomas Lambo prosecuting alongside Shed Nin.
Congressman W. A. Dickson forwards a secretary letter from the Chamber of Commerce noting United States Department of Agriculture experts in the bureau of plant industry studied Adams county and concluded tobacco would not be profitable. Clay County in Good Condition. West Point reports cotton and cotton seed as principal products led to 6400,000 less revenue in 1911 than 1920, but the county remains financially sound with plans to shift to corn hogs and other surplus farm products to reduce crop costs.

News from Meridian reports the death of E H Kent age 4 at a home east of the city after a gun discharge while he opened a gate. The incident ends a local planter and hunter known in the area. Also noted preparation for a Mississippi Exposition centennial celebration in 1957 at Union. Lincoln Free From Crime. Brookhaven: Lincoln county grand jury adjourns after a week with twenty five true bills returned.
